He had not done so yet.

Carbon monoxide can be deadly. Homeowners can prevent carbon monoxide poisoning by taking the following steps, Fire Chief Vance Riley said:

Have a professional check all gas-powered appliances annually.

Install a carbon monoxide detector if you have such appliances

Cano switched on the heater because she was cold and didn't realize doing so would be dangerous, her mother said.

"They'd been here all day long in the house," Connie Guevara said.

Firefighters rescued Cano and Orta from the house shortly after 3 p.m. Both women were taken to Citizens Medical Center.

Staff there told Connie Guevara her daughter and sister were responding to treatment within minutes of arriving.

Firefighters detected readings of 144 parts per million of carbon monoxide inside the home, Riley said. Thirty parts per million is a dangerous reading.

As they pumped fresh air into the house, firefighters also looked for Chewbacca the dachshund, who remained inside.

Four firefighters cornered him before scooping him up, John Guevara said.

"He's very protective of his house," Guevara said. "That's what he gets paid to do."

Charlie, the family's other dog, was also safely rescued from the home.

The family was able to return home after the fire department aired out the house.

GET A DETECTOR

If you're not sure how or where to install a carbon monoxide detector, call the Victoria Fire Department at 361-485-3450.

SIGNS OF CARBON MONOXIDE POISONING

The following are common symptoms of carbon monoxide poisoning:

Extreme lethargy

Severe headache

Inability to think clearly

Red, blotchy skin

To see more of Victoria Advocate, or to subscribe to the newspaper, go to http://www.thevictoriaadvocate.com.

Boulder's fire chief said a blaze that consumed an apartment building Saturday night wouldn't have been nearly as severe if the structure was equipped with sprinklers, as the city started requiring for new construction in 1988.

Boulder Fire Chief Larry Donner said the Fairways Apartments at 5620 Arapahoe Ave. were built in the mid-1980s, at a time when alarms and sprinklers weren't required.

Saturday's fire was at least the third blaze in two years in which an apartment building without sprinklers suffered heavy fire damage. The Gold Run apartment complex suffered two major fires, one in January 2006 and one in October 2007.

But Donner said it wouldn't necessarily make sense for the city to require older buildings to add sprinklers because it's expensive to install them.

"It's something that can be done, but I'm not sure that we're ready to go ahead and make a recommendation like that," he said. "Because of the expense involved, if you're looking at affordable housing options for people, there's another factor to be considered. Yes, they'd be safer with the sprinkler systems ... but if it would mean the rent goes up to the point where we have people living in the streets, it changes the equation."

As fire department investigators returned to the building Tuesday to begin their search for what caused the fire, Donner said they'll be looking for a "point of origin" where the fire began. From there, they'll try to decide whether something like an appliance was at fault -- which could result in product recalls -- or if human error led to the blaze.

"If it's a behavioral issue, if it's a cooking fire or something like that, we'll look at it that way," he said.

Donner said they'll also be looking into how people responded to the fire -- whether people evacuated when they heard fire alarms, for example -- to figure out how best to educate residents in the future.

Some residents who live in other buildings in the apartment complex, which is owned by the nonprofit Thistle Community Housing, said they were spooked by the fire.

Susan Butterfield, who lives in an adjacent building, said she'd feel safer with sprinklers.

"God, yes, they should install them," she said.

Butterfield said the staff members who manage the apartment complex are vigilant about testing the individual smoke detectors inside resi

dents' apartments.

"They do check that," she said. "They're very good about it ... probably because they know these (buildings) could all go up."

Thistle's CEO, Mary Roosevelt, declined to comment Tuesday.

Thomas Lofstrom, who lives in the complex, said he thinks the apartments generally are safe. But the fire still makes him worry, he said.

"You have to be concerned about it happening," he said. "Where the hell else would you go in Boulder?

Some residents also said that it seemed like the fire department had taken too much time after arriving to start spraying the building.

Fire department spokeswoman Sarah Huntley said it wouldn't be unusual for fire

fighters to take a few minutes to start spraying water, because it takes time to hook up hoses to hydrants, which is necessary because fires that large can't be doused using just the water supply in the truck. "It's unlikely that it took longer than 15 minutes," she said of the delay to get water on the fire. "But it is true that we would not have arrived and immediately put water on it."

Firefighters also have to suit up with additional protective gear for blazes as hot and fast as Saturday's fire.

"And we have to be able to check in and account for everyone as they're going into the building," she said. "You don't just come in and start putting water on a fire that size."

Contact Camera Staff Writer

Ryan Morgan at 303-473-1333

or morganr@dailycamera.com

Copyright 2008 LexisNexis, a division of Reed Elsevier Inc.
Salisbury officials do not plan to contest fines levied by the state that alleged fire authorities made serious errors during a March blaze that killed two firefighters.

In a letter to North Carolina Department of Labor's Division of Occupational Health and Safety Compliance District Supervisor Paul Sullivan, Salisbury city manager David Treme said he didn't agree with the fines but felt it would be better for the city to move forward.

"While the city and the fire department may disagree with the conclusions reached by NCOSHA or whether many of the events of March 7 occurred exactly as recited in the citations, we have determined that it is in the best interest of the department, the city, its firefighters and its citizens to focus the efforts of the city and of the Department on continuing to enhance firefighter safety under all circumstances by improving our policies, procedures and practices so there can be little question about the application of our standards," Treme said in the letter.

The Department of Labor fined the city $6,563 Aug. 6 for five violations, categorized as serious, ranging from not adequately monitoring fire conditions at the March 7 fire at Salisbury Millwork to communication radios not working properly. The city was also fined for improperly fitted air masks. In earlier interviews, Sullivan said Justin Monroe, a 19-year-old Salisbury firefighter, may have left and re-entered the building without being monitored by fire officials.

Monroe and Victor Isler, also a Salisbury firefighter, died while fighting back flames in the manufacturing area of the plant. They were both on the same hose team.

Treme said fire officials had made plans for improvements to communication radios in the near future and had implemented new training standards to make sure all equipment was properly fitted.

In his letter announcing the fines, Sullivan said he, however, believed "firefighter safety was the top priority at the fire."

The Locke Township Fire Department, who also responded to the fire, was fined a total of $700 by the state Department of Labor for not having a written protection program for respirators and not medically clearing all of its paid firefighters to wear such equipment, the report states.

Several other inquiries into the fire, including one commissioned by the city, is expected to begin later this year, city officials said. Authorities said they are waiting on other inquiries to be completed before they can begin.

McClatchy-Tribune News Service

SALISBURY Faulty radios were one serious problem during a March fire at Salisbury Millwork where two firefighters were killed, according to an analysis released by the Salisbury Fire Department on Tuesday.

As a team of firefighters worked to contain a blaze from spreading into a large manufacturing area, they could hear their commanders give them orders. But they increasingly had trouble being heard -- a problem that could have complicated any possible rescue.

The report said the old radios could fall out of frequency when dropped, or subjected to vigorous activity. Salisbury fire Chief Bob Parnell said his department received new radios this week that shouldn't fail.

It's unclear whether full communications would have saved firefighters Victor Isler and Justin Monroe, who were killed in the March 7 blaze.

The transcript of radio calls shows the captain of Isler and Monroe's team -- known as quint 4 -- made brief radio contact two minutes before he issued a mayday call. The report said he spoke with distress.

Parnell said if the radios were working, "it's possible things could have turned out differently."

The N.C. Department of Labor in August cited the fire department for violating state rules in fighting the fire, such as allowing Monroe to exit and re-enter a burning building alone.

The early-morning fire at Salisbury Millwork started above a false ceiling in a basement. It then spread from the basement to an office on the first floor.

As firefighters battled the blaze, radio traffic showed they alternated between attacking the fire, then pulling back and trying a new strategy. Firefighters could have surrounded the blaze from three sides. But to keep the small fire from engulfing the entire millwork, Isler and Monroe's team went inside the manufacturing area to spray water on a firewall.

Two hours after the blaze started, the fire spilled over the firewall and into the manufacturing area, which was full of sawdust and other combustible materials.

Besides the two deaths, Barkley was pulled from the building with first- and second-degree burns.

Immediately after the fire, Parnell said he was concerned as to why the team was inside the millwork, after at least two radio calls for firefighters to pull out and leave. There was no one inside the building, and firefighters didn't believe anyone needed to be saved.

The report didn't address the decision to send in quint 4.

Parnell said Tuesday in an interview that the decision was correct.

The earlier "code red" calls, he said, were made to account for all firefighters and to plot a new strategy -- not an admission they were giving up on saving the entire building. Parnell also said that when the team went inside the manufacturing area, it appeared safe.

"After talking to firefighters, the conditions weren't considered hazardous, or imminently dangerous," Parnell said. "There was a little bit of smoke, but they had good visibility."

The vast majority of the building could have been saved by containing the fire in the office, he said.

Quint 4 also had trouble getting water pressure before the fire spread.

Parnell said he's not sure if their hose burned, or whether it ripped.

The city recently created a panel of four fire experts to review the department.

McClatchy-Tribune News Service
